Scared the crap out of me. I have never had this happened. Lady comes in the door and ask to speak to the office manager. I said that I was she. I thought she was here selling something or looking for a donation. She shows me her credentials and starts handing me papers telling me my rights, my appeal rights, the right to have representation, etc..,. This was all before she told me what she wanted.
She said they have never received my 941 form for 4th qtr. 2011. WTF?? In the past if there was anything ever missing they sent you a letter. I promptly gave her a copy and then asked her why she was here why did they not send a letter. She stated she was making cold calls. Have you ever heard of such??

yes.... this happens often when requests for things go unanswered...... it also happens when people owe money....

Sounds like they had travel money to burn. I would agree that normally you would get a letter indicating such and such was not filed before anyone showed up. Perhaps they are doing cold calls to see if they are legitimate businesses operating there. We have a lot of trouble with business addresses being mail slots, vacant store fronts, etc.
Bottom line though they had money to play with and had to burn it somehow.

yes.... this happens often when requests for things go unanswered...... it also happens when people owe money.... Well they had our money just not the form. We never received the request letter. It was just very very strange.

It was just very very strange. I wouldn't worry too much about it. I'd say they wanted to do site visits for whatever reason likely tied to having a surplus in their travel budget.

no reason to make more of the visit than what it was.
IRS does outreach as part of it's mission, there is no secret hidden agenda....
But, as I noted, often, the IRS will make a bunch of random visits related to collections, hand delivering notices that something was not filed (often when mail goes unanswered), etc.
Heck, a number of years ago I got a surprise visit from the Service related to an "efile" outreach program. They wanted to review the efile process (from the professional standpoint) and get an understanding of our processes related to such. It was helpful to me junior staff at the time and helped to reinforce the policies we had in place.

The IRS Collection Division (Revenue Officers, not Revenue Agents) is responsible for unfiled tax returns and they are especially fussy about "Trust Fund" taxes, that is employment taxes. The tax code gives the District Directors, now Territory Managers, the right to "canvass" their territories (Districts) for compliance prepossesses. The IRS does that from time to time with so called "compliance projects". I believe we will see a lot of this with the new health care taxes. Do not stand in front of the fan, so to speak!!!

I will preface this by stating that I am a retired IRS agent and have also prepared tax returns.
One of my pet peeves always was the non payment of trust funds. Those funds were withheld from the pay checks of employees and do not belong to the employer. I never had any pity for that type of employer. I was not a collections officer.
When I worked in private industry, I once worked for a women's clothing store as the bookkeeper. Owner was juggling money left and right. He asked me what would happen if he didn't pay the payroll and sales taxes. I said first I would quit and before long either the city, state, or federal government would have his doors closed.
He jugged funds around and had me write checks that he signed and I mailed. Never asked that question again.
