If the government froze all spending increases for the next 5 years, in ALL programs, would you consider it cut in benefits?
Personally I think people would rather the government freeze spending increases, as opposed to cutting their budget.

Do you mean really freeze it at current levels or just not do more than the automatic annual baseline increase. But even freezing is not going to be enough because of the huge unfunded liabilities, but it would probably be better than what we will end up with.

Cuts or even percieved cuts will be used by the opposite party as a weapon.Remember how republicans got seniors thinking Obama stopped their COLA? Or how cutting Advantage was going to kill all of them? No matter what side does the cuts, the other will use it to their advantage.

Or how cutting Advantage was going to kill all of them? No matter what side does the cuts, the other will use it to their advantage. Which is part of the problem in politics. I mentioned in another thread that the government is the only place I know where not increasing the budget for something can be called a cut in benefits.

They just need to NOT raise the debt ceiling, then they will be forced to cut. There is no real chance in the short term for a default, revenue is about 6x the amount required to service the debt.
