Sorry, but what did the police do but confirm what the original owner had discovered?
Frankly, I am amazed that there is not some type of cross reference system.
ETA - IMHO it is a systemic problem, not an issue with individuals. I am supportive of the police but in this case I really cannot see that they did anything outstanding. Then again, maybe I am just cranky - lol!

I imagine he would. He falsely accused someone and had them put in jail. I imagine there's a warrant out for him.
