Hmmm. Sounds like they need to come up with some sort of jobs program for those newly released kids. My Mom always believed busy kids stayed out of trouble. I suppose that's why I always had some sort of after-school activity to go to....

Read up on the the changes in brain chemistry from drug use and you'll understand why the addicts report boredom.
Use of a drug like meth releases about 1,000 units of endorphins from the brain, while sex gives you about 200. So in effect, the high from meth is abut 5 times that of an orgasm. They're continually chasing that feeling.
Also, a lot of these people aren't exactly rocket scientists, and neither are their peers. They aren't exactly the creative types. When you get released from prison, you go back to your support system, who are probably addicts and/or enablers.

They have learned dependence being in prison. When released they don't have the skills to live on their own successfully. Live on their own successfully means a job, place to live, car to drive, significant other and strength to make new friends and avoid old peers.
Being a functioning adult in society takes a lot of work and attention.

Having ia prison record eliminates many opportunities. Most states don't allow an ex-prisoner to have any kind of occupational license, even to work as a barber.
Most employers won't hire someone who has been in prison. If the returning citizen is fortunate to be able to ind a job, most landlords will not rent to him or her.
Some prisons release people without even a warm coat in the middle of winter, no support system, no job leads, not much except the clothes on their back, what the can carry in a clear pllastic garbage bag and no place to go.
Many states charge the ex-prisoners for probation/parole fees and if the can"t pay, put them back in prison.
It's not surprising that many end up back in prison. It could change -- If each church or club such as Rotary or Kiwanis, etc. would take one or two people under thei wing who don't have support and help them. Provide them with a few changes of clothing suitable for work and other necessities. Give them an entry level job and a mentor.
Our country could change from the highest per capita in prison to one of the lowest. We could save millions of dollars currently spent on corrections.

Yes, the crime rate is connected to drugs.
It's also connected to illiteracy. The average reading level of a prisoner is 4th grade. How can someone get a job if they can't answer the question, "how many shifts do you want to work per week?"?
It's also connected to no father figure in a boy's life. Having no role model except local gang leaders and drug dealers sets a very bad example.
