Ours is the same way. We're not really a neighborhood, just some houses on a road. But ALL the neighbors have dogs. And they're all big dogs (so is ours). There is occasionally poop in the yard but no telling whose it is (our dog mostly goes in the woods. Good girl! ;D) My sister lives in a condo complex and actually did the laminated sign thing. It apparently worked! I don't think it's being petty to want to be able to open your own windows without smelling dog poop. I'd say do the picture thing and go to the HOA at the next offense. That's what you pay them for

Probably not allowed to have fences and why should she incur expense just because the lady is lazy. That is what I hate about dog owners, they don't pick up their dog poop. Even if they are holding a bag, it's just for show. They look around and if no one is looking, they leave it.

Funny, because when I was driving to work yesterday, I saw a woman scooping up dog crap on the bank's lawn.

No, probably not. It's a huge lawn. I used to clean up after my dog when it went on the neighbors lawn. No camera. I did it because it's the right thing to do. I can't imagine nobody else thinks the way I do.

It is yucky. We have some neighbors with two big dogs and they let them poop on the island. I realize it's no ones yard but it's a common area. Pick up your dog poop!

My dog has since passed away, but when she was still alive, in the spring, I would haul around a 30 gallon bucket in the kids wagon around the yard and fill it with dog crap.

My dogs always went in my won backyard. So we would pick up the poop every week or so not worrying to bad unless it was hot out and made it stinky. If I wanted dog poop on my front lawn I would have had my own dog poop there. Personally i am not above throwing a burning bag of poop at someone front steps to get my point across. ;D Luckily though DH saw the same sprinkeler that Thyme mentioned and it did work like a charm.

My one friend is married to a bit of a fruitcake; she is very confrontational and probably already scares her neighbors. The one neighbors dog started going in their yard. She waited for the woman to come home and then started throwing all the dog poop at her while she walked to the house. Never happened again.

It's happened 3 times at my house recently. It's the same spot, so I have to think that this is a repeat offender. We live near a walking/bike path, so it's not going to be easy to figure out who's doing it. If I ever see the act, I'm going too:
1. Follow them and find out where they live 2. Go back and scoop it in a dust pan 3. Get in my car pull up to their house and fling it on their driveway 4. Drive away

Even if they are holding a bag, it's just for show. They look around and if no one is looking, they leave it. Not us. We walk our dog every night and pick up her poop every time she leaves a deposit outside of our yard. Depending on our path yes sometimes we will have to carry it on our entire walk, sometimes we will throw the bag in the garbage can at the park. We never leave a bag of our dog's poop in another home owner's garbage can. That's just plain rude. Within our yard we pick it all up every week right before we mow. Not all dog owners are lazy jerks that leave dog poop in the middle of the sidewalk or some neighbor's lawn.

We have two dogs (actually, we currently have three dogs), but they poop in our back or side yards, not the front. DH has been known to open the door and ask someone whose dog has just pooped in front of our yard (so probably technically, not even our property- we have no sidewalks) "Are you just going to leave that there?" And he'll offer them a plastic bag to pick it up, if it seems like they've run out.
We do carry plastic baggies everywhere we take our dogs. I will admit that sometimes at the dog park, especially when the grass hasn't been mowed in a couple months, I can't always find my dog's poop. And that's why we always make sure to do a "karma" pick up every time we're at the park. We pick up after our dogs every time (except when we can't find it) and we pick up at least one other pile, so that even on those rare occassions when we miss picking up after our dogs, we still leave the dog park a cleaner place than how we found it.
As for the OP: I'd walk your dog by her house and find a good spot for your dog to poop in their yard. I mean, if you have to pick up after their dog and your dog, they should, too. Otherwise, like it or not, you have tried talking to the neighbor. It hasn't made any difference. Get a couple pictures and make the written complaint to the HOA.

We don't pick up after our dog, but she only goes in our backyard. Rain & mowing take care of that. Am I the only one that does this? We don't actually go out in the yard though, its all the dog's territory.

I know we have made a lot of tit-for-tat suggestions here, but I actually think this has the most potential for back-firing. This might send the message that it is all okay. She might go to her friends and say "In our neighborhood, all the dogs just poop on any lawn, and it ends up even. My dog poops under that guy's tree, but his dog poops in my yard - so it is all good. Isn't that great! We don't have to walk around with a bag of poop, and we don't have to feel bad about it."
Returning the poop to her property is a different thing, it sends a message. However, the best thing is to just talk to her in a friendly way and see if that shames her into doing what she should.

Hell ya! Just making sure that the one that sounds least likely to get you in trouble isn't implemented, because I think it is the worst idea.

I'd imagine that the offending dog's diet would have to be atrocious if enough "product" is produced that you can actually smell it from your 2nd story window.
...:::"She waited for the woman to come home and then started throwing all the dog poop at her while she walked to the house.":::...
I admit that this strategy often appeals to me. Sometimes if you are crazy enough, people make sure to avoid engaging you.

Oh and as for crazy revenge scheme... volunteer at a PetSmart or Animal Hospital where you can collect enough offending materials over the course of a few days. on offending neighbors property.

I also always pick up after my dog. Not because there are cameras (because there aren't) but because it is the responsible thing to do.
I would keep a camera handy and take a picture of her letting the dog poop. Then I would give a copy of the picture and a written complaint to the HOA.

You *know* all dog owners are like this, but its an action that you say happens when no one is watching? It's late and I'm tired, but really? The one time I was caught without a bag I went home, grabbed one and went back.

About once a month I clean up our dog's poo. That means any dog's poo that sort of is where I think our dog did it. Honestly, it mostly is because I have a picky dog. She can't possibly go where she ever did before (unless it's been picked up.)
I also pick up the cigarette butts. That honestly annoys me more. But since they have all the land, but we have frontage that the neighbors like to walk for exercise, I figure it's a major trade.
If I EVER hear a comment about our dog's poop (and I won't because they see me walk her along the edges of their property), I would COMMENT about the butts along my road.
But we simply clean up what you find. It is different when you aren't all squashed together.

My dad used to return it to it's rightful owner when I was a kid. He now yells out the front door if he sees them (he's 88) and he doesn't get many repeat offenders.
I once had some kids pick up the poop from the back yard and toss it over the fence in to my yard. I tossed it back to their yard. Never happened again. Dad taught me well.
