I filled out a federal W2 to change my allowances claimed from 0 to 4 because I got a large refund last year. My employer also changed the state allowances too. I did not request that because I always seem to get about $20-$50 back and don't want to chane that. Is it normal to do this? Can they even do that without a state W4?

many employers "default" the state withholding to be the same as the federal, they really should not do this, but they do....
if you desire that state withholding allowance be different than your federal ones you should submit a properly executed state withholding form.....that will (should) solve the issue..... I always have my employee fill out both.... and if they do not complete a state form, I default single zero, no matter what... (even if they are married, since where I operate, if the state does a payroll audit and the employee did not file a tax return an issue can come back to me, so I make them pay the max...)

Should I have filled out both just to change federal? They already have a state W4 that claims single Zero from when I was hired I did not change that.

" No, but people are human and make mistakes.... they may have ass-u-me..d that you wanted both changed... if you work for a big company always fill out both... if you work for a small one you should tell them you only want to change the federal... but annually an employer should request that you complete a new w-4 and state withhholding anyway...
