...the current cap covers the entire team already... why have a sub-cap?

I honestly don't think it's a bad idea to have a limit to what rookies can be paid. Each year, it seems to get higher and higher, to the point that if there is a 1st round bust, a team's salary cap is screwed up for that duration. At the same time, I think there should be some protection for the players that sign the contracts. If they should have to honor the contracts, then the owners should be in the same boat IMO.
