I think there should be a salary floor that's at least equal to what the team gets in revenue sharing (plus some small number). Revenue sharing was supposed to help keep competitive balance, but there are teams that don't actually use all of it for competition.

I think there is an issue when teams can spend a huge amount over other teams. A salary cap might help to bring a little more equality
