The windows in my bedroom constantly slides down. It has been that way since I move in 5 years ago.
Can this problem get fixed? If so, who should I call?
Its the kind of window where as you could open the top and tilt it inwards to be cleaned.

Hm. We had the same kind of tilt-in windows in our house but never had a problem. Maybe check the yellow pages to find somebody? Or do you know a handyman who could look at it and either fix it or give you an idea about where to start?

You can also learn a lot by visiting your local Home Depot or Lowes, too .... some of them even have nifty how-to clinics for do it yourself projects.

I would suggest that you go to Lowes or HD and ask them. If they don't know, they might know someone who does that kind of work, the handyman that Miss R suggested. My DH does that kind of work & our Lowes knows to recommend him when someone has a problem they can't fix.
But be sure to ask down at the contractor's desk/checkout. They know more down there.
