Why would you offer to pay the deductible? I wouldn't have. There is no proof of where the rock came from.

Daphne, at their old house, my parents had some "problem neighbors" so they put up a 6' privacy fence on that side of the yard only and then hung decorative planters on it. It actually looked very nice.

I still want the fence. I think I just feel guilty about how it will affect him. (No guilt at all about the icky neighbor's side of the yard though!) So you want the fence, feel bad about the fact that the good neighbor doesn't want the fence, so you found a way to blame the bad neighbor. Seems like a win-win to me.

Daphne, Put a gate on the side with the nice neighbor with an arch and little stepping stone walkway... that way it's easier to 'visit' with him

You can buy fake security cameras. They work on 2 AA batteries, have a little red power light, and automatically rotate whenever they detect nearby motion. Try mounting a few on top of your new fence, pointed to your bad neighbor. Ought to drive them nuts. Each 'camera' is about 12 bucks.
Guaranteed to be lots of yucks!

Dear neighbor, sorry to hear that the window of your car got broken. I had considered offering to pay your deductible, on the off chance that the damage occurred while our lawn was being mowed. However, since it was necessary to involve the police, I decided that the money would be better spent on a large fence to protect your property from any risk of damage by our activities in the future.

Daphne, don't pay them for the window, unless they can prove you did it. This is just a test to see what they can get away with. Tell them another neighbor saw a kid throwing rocks on that day. Since you are new to the neighborhood, you don't know the name of that neighbor.

So, like Iggy, I have some "neighbor" problems. This particular neighbor called the police on my lawnmower. Yes, you did read that correctly. She sent the police to my house. On a Sunday. During a Patriots Game. About my lawnmower. Apparently, one of their cars had a broken window two nights earlier. And they found a rock in the car. So they called the police and had them come to my house and blame my lawnmower for "throwing" the rock. Twenty feet across the yard and 4 feet in the air to break their minivan window. Oh, and did I mention that my lawn slopes downward towards hers and her lawn then flattens out? So, she believes that my lawnmower threw a rock on a downward angle 20 feet across the lawn and another 4 feet up in the air to take out her window. Grrr. Is it possible? I suppose.... Did she need to call the cops? I think not. A simple knock on the door and we would have been all apologetic and offered to pay their insurance deductible. instead we get a police car in front of our house and a bewildered cop who admits he's only there because they wanted him to be there. Hmph! So now we're putting up a fence. To protect her from our lawnmower and us from her. But the fence will look silly on just one side of the house, so we're doing it on all three sides. And my poor neighbor on the other side is the one who gets the most screwed. (And he's a bit bummed about the fence, but realizes why we're doing it and that "it is what it is"). His driveway is barely 10 feet from our property line. And we have a ton of space there before you get to our house, so it's a nice open area. And he's gonna lose it. I've though about doing something different on his side, but the "trouble" neighbor is the type to take me to COURT over treating her differently (she's already taken a different neighbor altogether to small claims court -- about rocks and cars, FWIW). And it will also look funny if the fence is uneven. I feel bad about the good neighbor. He's a nice guy. (But it will be nice to have our fence blocking his ugly shed and camper.) If she hadn't of sent the police to my house, we'd have much better plans for our tax refund this year.... I feel better. Thanks for listening! Sounds like you wanted a excuse to block off the camper and uly shed of the bneighbor so you have it, and he now understands, might not have appreciated the "ugly shed " comment, but if you would rather not spend the money for a fence, hopwe it's not a chain link type, so tacky, naaaa, they usually don't go that high, I would hold off figuring the chance of another rock going down hill then flattening out straight for as far as it would have to travel to hit the Van window would be remote. Nope , think you really needed a excuse to block the camper and ugly shed and fences are nice too.

Luckily, I don't have many neighbor problems anymore. The one house on the cul de sac that is a problem, actually, their pit bull is hte problem, but after the last visit from animal control, they have kept him on a very short & sturdy chain. The dog is on his last 'vicious animal' warning and will be put down if they get another call on him.
Now, last 4th of July, we were setting off fireworks in the culdesac. No big deal everyone does it. We had one large repeat shooter firework fall over after shooting off once. When it fell over and shot, it would spin. We literally hit every house on the circle except mine. Had 2 neighbors come out going WTH? and we explained and everything was cool. We did have a laugh at my brother screaming "6 or 12 6 or 12" (as in how many shots the firework had) as we were running. Fast forward to New Years Eve....the neighbor to the left of us was going to shoot off fireworks. He shoots off one and the little old lady neighbor to the right of us comes hauling ass outside screaming about "don't shoot her house" and basically makes such a stink that the other neighbor got pissed. I'm standing on the porch thinking "oh lordy, he's paying for our July 4th mistakes". We had them come into our backyard and set off the rest of hte fireworks.
Now we're all waiting to see what happens this year on the 4th when we all try to set off fireworks again.

I wouldn't have offered to pay the deductible. You know if your lawn mower hits a rock. And she waits two days before doing anything (or deciding who the mark is going to be?).
I'd thank her for her concern and then tell her to get off my property. I'd then tell the police it wasn't my lawn mower. Let her sue you, she's not going to be able to prove it given the timeline.

Ugh, we had people show up once when saying that I ran over their kids' skateboard while driving and they wanted me to pay for it.
Reasoning? He claimed it was a "blue car" and they walked all up and down the neighborhood looking for a blue car and guess which house happened to have one?
I managed to chase them off via logic that they could not prove that it was a 1985 Buick that had run over his skateboard and they had just decided that whatever house they came across first that had a "blue car" was going to be their mark.
People like that look for easy targets. I am betting broken window neighbors think that you will do anything and everything since you are "new" to the neighborhood in order to keep from being the "bad neighbors" so they decided to hit you up for the damaged window.
From your talk with your actual neighbor it sounds like they know her antics so she is looking for a new mark.

Good. When they go to put the fence up on the bad neighbor's side, make sure it is entirely on your side of the property line (get it surveyed if you aren't sure). If you put it right on the property line, they can claim use of their side of it, even though they didn't pay a penny for it.

A year or two ago our neighbor next door decided after over 4 years to be pissed about our shrubs on the back of our property. I guess they got so tall he couldn't see the pond as well as he used to be able to through our yard. He's not on the pond and didn't pay extra to be pond side. Anyway - before we originally did our landscaping I asked him if there was a problem and he said "I don't care what you guys do - it doesn't affect us at all." So 4 years later I'm getting a letter from the HOA saying we put in new mature landscaping without HOA consent. I was like "WTE?" No we didn't. We have the same landscaping we've always had. The jerk lied and tried to say we were circumventing putting in a fence by putting in shrubs that blocks HIS view. Guess what we did? Got HOA approval to not only fence, but put shrubs on HIS side too and blocked his view completely. What a dumb ass. ETA: And like Daphne it was a blessing because now we have more privacy from their constant prying eyes and he only has himself to blame.
