Once a year my work hands out a emergency contact list form for us to update. As I was updating my list I realized that none of my contacts don't have a home phones anymore. Just a cell phone. I listed my sister who is somewhat local (my daughter is in CA) and a friend but my sister never answers her phone and my friend is usually out of town. Always voice mail. And she might get around to it later that day or not at all. I hope that's not a indictment as to how they feel about me.
I guess if I am hospitalized I'll have to wait to see who shows up.

I can see how in some/many ways a cell phone number would be preferred.
Usually caller id will show the name of the hospital or police department, which tends to get people's attention.
I'm one of those old school folks who still has a landline. I prefer to talk on it rather than my cell phone. When I talk on my cellphone, I often times touch the screen with part of my face, which opens more apps, dials (who knows who), or hangs up. And I don't think the sound is as clear either. If I'm at home, I don't answer my cell phone, because it's prepay and not my preference.

We haven't had a home phone since 2006. In 2016, DH fell 8 feet onto a concrete slab floor. He called my cell phone while he was bleeding and broken on the floor. I didn't answer because I was in the middle of wiring a ChromeBook cart. The third time the phone rang, I answered. It was a call from my DH's phone but it was a colleague on the other end. My family continues to mock me that I'm not available during emergencies.

I told them I don't answer without an identifier.

I would strongly encourage everyone to look up how to designate an emergency contact and also list important medical information on your cell phone, a lot of healthcare responders are now being trained to look for this info on your phone when they find a person unresponsive, here it is for the iPhone: support.apple.com/en-us/HT207021

I have two emergency contacts, the first is DH obviously and the second is my father. DH has me listed first and then his mother.
My dad is emergency contact for my children followed by my mom followed by MIL. MIL is not the best at evaluating medical conditions, while I cannot force DH not to have her as an EC I can put my foot down about her being primary contact for the children.
I was quite pleased with how fast we could assemble when DH had a seizure. I am glad I answered because I don't normally answer numbers I don't recognize, it was his boss calling me from her cell phone. Now I have a panic attack every time I see a strange number on my phone.

I use a free ICE app on my cellphone that displays my emergency contacts when tapped without having to enter the pin to access the phone.
The attorney handling my trust is also my primary healthcare POA (because she is local), followed by my cousins who live 3000 miles away. The attorney's office number is answered by the receptionist (so it doesn't matter whether she is in the office during business hours) and transfers to an answering service after hours and on weekends. If she is away, another attorney in the practice is designated as backup, so someone can be reached regardless of when I manage to get run over by a bus. That was one of the main benefits of having the trust and healthcare POA arrangements put in place. I don't have any family nearby, my closest friends, while very dear people, are not good in emergencies, and the friends who are good in emergencies moved to Colorado a few years ago.
