Question tossed out: Does the coalition have to include the party with the most seats? Numbers in the linked article indicate that one of the two major parties would be necessary to gain 50% plus 1 but wouldn't necessary have to be the one with the plurality.

Is a coalition government similar to a minority government? yes. it is taking what you add, adding 1-2 minor parties, and ruling jointly. it is actually a really good system. it prevents the kind of excesses we see in our system, and gives minority voices a say.

We often have a minority government here. I can see how that wouldn't work in the US.

Minority parties in a coalition government usually demand legislation, payoffs...ministry posts way out of proportion to their #'s...in Israeli terms u find t6he ultra religious group having much greater power then their #'s in the society warrant..and the governing ones have to kow tow or these minority ones Will suddenly withdraw their support...
