Are they laptop type specific (I.e., Mac or PC) or are the ports "generic" so the cables are as well?

The actual Ethernet cables are generic. All Windows PC come with a builtin Ethernet port. But Macs don't have a port to insert them in. So you'd have to use an adapter like this:

It's a standard. Connectors are all comparable. Speed and cable construction, i.e. shielding, vary.

All desktop Windows PCs should have a port, but not all Windows laptops do. A lot of the newer thin and light machines do not have standard Ethernet ports. However, like with the Macs, you can buy a USB/Ethernet adapter, which is what I have for mine.

Thanks all. Having sent 2 kids to college in recent years, I am keenly aware of how slow the Wifi is in dorms at night and on weekends. I also learned the hard way that the first thing to sell out during the first week of the Fall semester at Target/Walmart/Staples located near college campuses are Ethernet cables. So, my new "one size fits all" high school graduation gift is a 25 foot Ethernet cable (because the one jack in each dorm room is never conveniently located). I was headed to a graduation party and just wanted to be sure I didn't need to buy a specific type. I'll leave it to the recipient to determine if he or she needs an adapter or not. $25 at Staples, a card with a heartfelt message, and a gift bag and done! 🎉🎉🎓
