A friend was given the task of cleaning up a piece of property that had dead fall, twigs, pine straw, etc. The dead fall/twigs were broken up an scattered. The pine straw was left as part of the forest floor. Payment was held back.
The supervisor said that was not good enough. Then the snow fell and everything was covered. The friend contended that all was clean because of the snow. Supervisor said NO. Payment with held.
Further efforts to tidy up were never good enough. A tenant increased the problem with their items which were mostly removed.
Did the friend clean the property when it was covered with snow? Is payment due?
Yes or No.

Well, at minimum it seems like the friend should be paid 75% of the original agreement. I'm not sure how the snow "cleaned" stuff.
Is this landlord typically like this?

On this one point only.
Cleaned as in the pine straw, etc. not seen.
Anyone who lives with tress, they are throwing twigs and branches and leaf coverings all the time. Then the fall leaves.

Who in their right mind cleans pine needles? Twigs, branches taken off= clean Snow or no snow!

LOL I cleaned up over 18, or maybe it was 23 HUGE bags of pine needles off my property after we trimmed branches. They are SO heavy! But the grass grew in nicely once they were gone.
Depends on what you want to do with the property, I guess. Sounds like the details should have been explained more clearly. Also, what was going to be/get done.

Being covered with snow does not make, or mean it is clean. That is like sayong it is clean because it gets dark outside. (OMO)

Yes or No. Does that mean friend broke up twigs and such and just scattered it around the area that was to be cleaned up?? To me that is not cleaned up. Cleaned up is hauled off too.
As for pine straw, I live in the land of pine trees and we rake pine straw all the time and bag and haul off or put in flower beds as mulch.
I guess we could say a yard is clean because it rained Maybe person doing the hiring needed to be more specific with this particular person?

A lot of the debris is/was burned in the fireplace and outdoor pit. The trash pushed up by the snowplows was regularly cleaned up.

Without knowing exactly what was agreed to, I can’t really give you an answer. If they agreed to just “clean up” the lot, maybe they should have been paid, but if I were the one doing the cleanup, I certainly would have asked for more detailed information.

"clean up" can mean "tidy in place" so... I think friend should be paid if there was visible improvement... unless specifics of "make it go away" were involved.
If you clean up a room you might not throw a single thing in the trash... but it's still "cleaned up" if it's more visually appealing and looks "neat".
