From yesterdays election so they can do a recount. I would think the recount would have to be done by an impartial entity. Is it even possible to find impartiality in todays polarization? What would prevent GOP from altering votes?

The GOP does not take physical possession of the machines in the event of a recount. It is done by election officials.

This is a quote from a Pa. resident on another board....
"Not a state-wide election. Recounts are not done.
The machines go through three validations.
That election is over. Some absentees are still out. Must be in by Tues. Not enough votes to matter (most are military)."
So the GOP are most likely out of luck with this one.
I just hope to heck that someone beats the pants off Paul Ryan...with his snooty attitude!

They can still petition for a recount but they have to come up with three voters per precinct who must allege fraud. They are currently trying to appeal to voters to do exactly that.

There really aren't that many precincts involved are there? Just 4-5 if I remember correctly right? There is no actual record of an individual's vote and how it was counted right? So the 3 people are just saying I think my candidate should have won, so I think there was fraud involved and they get a recount?

The district was spread among four counties, but the number of precincts is 593. My understanding from what I have read is that each precinct is considered separately and that a petition by three qualified voters would allow the opening of only that precinct's ballot box. I have not verified that. link
