A $24,000 home, is garbage no matter what currency it's converted to. So what if it's a MXN$447,266.40 (current conversion of US$ to MXN$) home... it's still garbage. Lumber costs what lumber costs. Wiring costs what wiring costs. Concrete costs what concrete costs. The actual labor isn't really the issue. If you double the cost to more than adjust for US workers instead of Mexican workers, it's still a crappy $48,000 home that would still be garbage. *Interesting note: There's no currency symbol for the Mexican Peso, all links I could find say "use MXN$ or simply $".

A huge amount of Mexico's problems are either caused by or exasterbated by a long standing culture of accepted corruption.
I hear stories all the time about immigrants walking into government buildings in the US with a huge amount of cash in their pocket, only to find out they have to fill out a form, or take the driver's test, or get the inspector to come to the property and sign off, etc. It is beyond their comprehension that they can't just give money to the worker and have it be done with. Sometimes the realization causes relief, other times, not so much.

I read the article and it looks more like corruption than deregulation. The rules were in place and not followed. A similar thing happened in South Korea in the 80's. Around 90% of buildings from that era failed to meet standards. i am not sure unenforced regulation is much different than deregulation, annie.
