I went to an ATM this morning at a branch of a credit union. I didn't see the ATM at first, so popped into the branch and asked a teller. The ATM was a drive-up unit in a lane next to the drive up teller. Since I'd walked over from my motel, and no cars were in either lane, I walked up to and used the ATM. I was in full view of the drive up teller and the rest of the teller staff. I withdrew $200. The machine dispensed the funds in $20 bills. Needing change so I could leave some money for the motel housekeeper, I popped back into the branch and asked a teller to break a $20 bill. The bill was from the money I withdrew from the ATM. The same ATM she saw me use not 30 seconds before. I was told that they only make change for credit union members. She was serious. I was stunned. I asked if that meant they don't even stand behind the cash coming out of their own ATM? She didn't answer, simply restated the rule.
I left shaking my head and I still am. Might be time to write my first ever negative Yelp review.

You should have politely asked for the manager. The teller may have to follow the rules blindly, but the manager does not.
In this case, the CU's receipt from their ATM makes you their customer.

Bogus bills in the ATM is not unheard. The bogus bill is your problem. Sorry, I don't have a reference article backup.

I had to call a delivery company this morning. I bought something on Amazon and this company had to deliver it.
They left a sticky message at the door saying they've been here and they would come back the next day. Since I'm never home when they come, I went online, paid $5 to have the delivery address changed to my place of work. A week went by and no package. So today I called them to find out what is going on.
Somehow the package was sent back to the seller. I asked why. The lady on the phone kept saying the package was returned, we don't have it anymore and we can't help you.
I asked her several times how this happened. She kept repeating "we can't help you". After several minutes I hang up in frustration.
No explanation, they took the $5, and all I get is "we can't help you" repeated over and over again. At one point she said that I didn't complete the transaction. I paid, they took my money, I gave them the new delivery address. So, what was missing? The answer; "You didn't complete the transaction", also repeated several times.
I'm still shaking my head over this. I still don't understand what happened. And I still don't have my package.

As for the charge from the delivery company, I will let it slide even though it adds insult to injury. I'm not getting even more agitated or wasting more time over a 5 dollars charge. Nothing of what the customer rep told me made any sense. It was a very strange conversation. Her two main phrases were that they can't help me and that I didn't complete the transaction. I asked her several questions and she kept repeating those two phrases. I left a comment in the survey they offer after the call. Generally, I don't make negative comments but this was surreal.

I guess I don't see this as any different than going to any other business like a gas station and using their ATM, then asking someone to break it. It's not just about counterfeiting, it's about providing services for people who aren't your actual customer.
I can't speak for current rules, but historically there have also been regulations limiting who the credit union can provide services to. It used to have to be someone within their "demographic" (I'm blanking on the actual term right now). They are set up to service only members of specific groups. They can get into major trouble servicing people outside of those groups (though most groups are so enormous now that I'm not sure it's all that relevant anymore). It's completely possible they either have, or interpret, some regulation as not allowing them to do transactions for non-members.
