Actually, "overwhelmed" might be a bit of a redundancy since "whelmed" already means buried or overloaded....I think.

Europe uses the metric system not the Richter Scale.....

"Richter" is a German last name.....The Richter Scale was invented by Charles Frances Richter in 1935 at the California Institute of Technology

"Whelm" means to submerge, as in water. It's a nautical term.
An underwhelmed boat is riding too high in the water, at risk of capsizing, while an overwhelmed boat is riding too low, at risk of sinking. A fitly whelmed boat is just right.

Then why do they use the metric system and not the Richter Scale? The Richter scale is based on metric. Any reading can be converted into an equivalent amount of energy in joules (the SI unit for energy) and was designed based on the SI system.

"Overwhelmed" I can see ...it means having too much on your plate (to mix metaphors) and a feeling of going under but "underwhelmed" in modern day means that you are not very impressed by something....so bears no resemblance to a nautical nuance.

As for the Richter Scale it has some sort of weirdness about it..... and is not a simple scale.
ie the difference between an 8 magnitude earthquake..... and a 9 magnitude earthquake is many times greater than you might expect.
It confuses me every time there is a natural disaster.

It confuses me every time there is a natural disaster. Each point on the Richter scale is a factor of 10 3/2 (approximately 31.6) in energy release. Hence a magnitude 7 quake is 31.6 larger than a magnitude 6 quake, and a magnitude 8 quake is 1000 times larger than a magnitude 6 quake. The reason the factor is 10 3/2 is because the amplitude of the shaking (i.e. how much the ground is moving up and down) is proportional to E 2/3, where E is the energy. Hence you can also think of each point on the Richter scale being a factor of 10 in the shaking amplitude. Hence a magnitude 7 quake will have shaking 10 times as intense as a magnitude 6 quake, and a magnitude 8 quake will have shaking 100 times as intense as a magnitude 6 quake. Since the intensity of the quaking is what most people think of when considering how "big" an Earthquake is, most textbooks for laypeople call each point on the Richter scale "a factor of 10".

They can do anything they want. There is no glass ceiling. They just have to put in the effort. They have no chance of running for office later, however, if they are filmed doing it.
