So... Good idea or not? Will more education help things or make it worse?

I don't know that legislation is needed, but some colleges and universities have a sexual assault problem that seems to be escalating. For most students, college is the first time these young folks are living away from home with a new found sense of freedom. What comes with the new freedom is a responsibility to act accordingly around others and to treat themselves and each other with respect. That seems to be lacking with some students at many of these schools.
I would not mind seeing some cash thrown at these schools during freshman orientation as a reminder that they are no longer living at home with mom and dad and sexual misconduct toward others will not be tolerated and prosecuted to the full extent of the law. If nothing else, the school's reputation is at stake.

An article from this past May: 55 colleges under investigation over handling of sexual violence complaintsFederal investigators are checking whether 55 colleges and universities illegally handled sexual violence and harassment complaints, the U.S. Department of Education said Thursday. Such investigations have long been known, but this is the first time that the department has released a list of all probes currently under way. The list includes colleges and universities in 27 states and in the District of Columbia. "We are making this list available in an effort to bring more transparency to our enforcement work and to foster better public awareness of civil rights," said Catherine E. I guess I was very fortunate to attend a university that was very progressive in this area over 25 years ago. I just can't believe the scope of how many schools try to sweep it under the rug.

The Captain - it is often swept under the rug because no school wants the school's name tarnished. Yet I think that's counter-productive. Whisper campaigns can be just as damning if not worse. Better to air your dirty laundry and let others see you are seriously addressing the 'problem'.

Maybe you should just have to sign and date a sex contract while in college each time, that way there's documentation.

Remember this was over (GROAN) 30 years ago...
Every freshman was required to go through an orientation class their first semester. Drinking, drugs, and sexual activity were the topic of discussions.
They had five upper classmen in one of the sessions come in after having a pre-agreed amount to drink. We were supposed to guess how much each one had. One guy who appeared sober had four beers and a shot and blew a .16. A gal only had two drinks and blew the same amount.
There was also a lot of "No means No" talk and the obligatory pictures of what drugs did to people. The campus had a 24/7 hotline where you could call for an escort to your dorm etc if you wanted one.
Course non of that helps in the case of date rape. I wonder if that problem has gotten worse over the years, or if it's just better reported now.

I hope that your post was tongue-in-cheek.
How could you enforce - or guarantee - that one of the two parties wouldn't then commit sexual assault (forcing the other person to perform an act or submit to one that was violent or against their will? (Using restraints, anal, etc)...
It would have to be a VERY specific contract - outlining certain things that would NOT be tolerated.
Even then, once the two parties "got together", and one changes their mind, would the other party still be able to force the other one to uphold the contract?
Also college students do enjoy their partying & drinking - what about someone who coerces another person into signing this so-called contract while they're under the influence? Would they then have every right to rape them and then say they had "written consent"?
