How does it work?
This is on reference to my wife cousin.
The Range Rover that the husband drove is under her aunt's name (cousin mother).
He has refused to return the car and said he would rather it in a doth.
My wife and MIL said that the aunt did file a police report and they told her to just get the license plates. If it was that easy, we would have just driven away with the car not get the license plates.
Seems he is hiding the car somewhere. If they know who has the car, shouldn't it be easy? Can't the cops just go after him?

Did the police make a report, or just offer your aunt some advice? My wife said they made a report, so who knows. My wife is getting her info second hand: either from her mom or another cousin. They swear she filed a police report.

The problem is, stealing isn't really criminal as far as I'm aware. Theft is illegal, but this isn't theft. This might fall under "conversion"?

I wonder if you could hire a free-lance repo man to help you get it back. Might cost you a few hundred, but, you could take the guy to small claims court for recovery fees, maybe.

I don't think that the cops ever go looking for stolen cars. Some cars are stolen and abandoned, and eventually may get reported as an abandoned car (on a street, mall parking lot, etc.) and it will be "found" if stolen. If someone is driving around and gets stopped, the cops will find out it is a stolen vehicle.
Repo man/private investigator is probably best bet for actually going out and finding a vehicle.

The Aunt should start documenting things. She should send him a certified letter requesting that he return the vehicle in X days. That way she has some evidence is she wants to later take him to small claims court to recoup fees.

It is indeed stolen if you lend it to someone and they don't give it back. I had a similar situation happen in grad school when I was doing an internship out of town and didn't need my car. My dad (a pastor) lent it to a down on her luck woman at church with the clear understanding that it was only for the summer and with the strict instruction not to smoke in it (she was a chain smoker). Well, come the end of the summer and she wouldn't give it back. My dad had to threaten calling the police on her and she finally returned it. Of course it reeked of smoke. It just goes to show you, no good deed goes unpunished.

You got that right, can you believe it? - She went to Florida for a weekend - Went to DC for the Presidential Inaguration - Went to Haiti for the Carnival Yet her mom is borrowing money from everyone and she is trying to sell her wedding ring/engagement ring (did I mention she paid for them herself when they got engaged and married). That is why the family is so worried : they know they are not financially stable yet she is spending like no tomorrow. At first we thought it was her tax money but it seems that is already gone. It went towards paying down the credit cards but they are now back to their previous balance if not higher. And she is willing to spend $476 to go to Haiti for a weekend.

Who is paying the insurance on the vehicle? If he crashes into someone, the owner of the car is still liable - so if they don't have insurance, they are f'ed up the b.
That said - repossess the car, and then sell the car and use the proceeds to pay the repo guy's bill. Okay, that won't work, Auntie would have to borrow the money to hire the repo company, and then pay back the sucker person that loaned them the money with the sale of the car. And we all know that they would come up with some lame-ass excuse to not sell the car - so don't be the lender!
