No, I wouldn't forget if I had asked to borrow money.
The times that I have objected to "paying" was when a sibling informed me that they had bought XYZ as a gift and my share was $XX. When they didn't bother to ask first and my budget would only allow for $X, I refused.

I am really careful about paying people back if I borrow a couple of bucks because some of my friends and co-workers have a lot less money than I do (no kids). $20 doesn't have a lot of impact on my finances, but I know it does for many.
On the flip side, if I loan someone $20 or less, I assume I am giving it to them and they will forget. This probably happens with $50 or less a year, so I am not being super generous.
