Even though our company has done great during the recession and recovery, training budgets have been tight. I was told by a number of non-managers that my request for a $23,000 training program would be laughed at. I even had a coworker bet $100 that I couldn't get it approved..
Guess what - got the approval today. How did I accomplish this? 5 page justification written to answer the common questions my director would have. I also "paid for it" by selling that we could reduce a support contract we have after I have this training.
This is the second immovable rock I've moved since I started here. Don't ever let the old timers at a company sell you on the line of this is how they have always done things so it is not worth trying something new. Be the change agent.

That is why you get paid the big bucks The training program is 3 weeks straight. 12 hours per day, 6 days a week with Sunday "off". Off means studying.. It isn't local either, so 3 weeks away from my wife. In the training you can not bring a phone and no internet access. You are there to learn, period.
