As it is posted your link has the "url" included at both ends and does not work. I tried it without the "url" and it works. You might want to correct that.
On the whole it does read like HUD is being, let's say, "difficult", but I have no idea what the actual picture on the ground is. In my part of the country HUD wouldn never offer to participate in such an enterprise. They'd just issue the towns and cities involved some citations and start imposing fines.
