I always drive to the small town my aunt lives in to see their fireworks show because their town of under 1k people puts on a better show than ours of over 100k. They have the fire department collect donations at the entrance to the town to pay for the show and most people give but it is not required. I think this is a good way to do things. I think that the city funded show in my town now charges for downtown seats of the show. So what does your town do? Who pays for the fireworks and do they charge to see the show?

In the little town I went to this weekend, the volunteer Fire Dept. sponsors them. They collect donations on the main roads into town. They also have a chicken BBQ and games/concessions/sales.
In another town, they have a sort of homecoming week at the end of July. There's a not for profit corp set up to do this, they solicit donations from merchants, collect donations at the fireworks, and have entry fees to other events.

I think corporate sponsors pay for the major displays around here.

Where I live they are mostly sponsored by local merchant associations but some of the towns kick in some money out of the parks and rec budgets. Considering when we went to the fireworks last night we also bought 2 slices of pizza, 2 large cokes and 4 frozen custards for $25 and they had over 70,000 people there I think they got their money's worth.

Ours is sponsored by the VFW - I think the display costs around $10K per year, and admission is free. They get a lot of bingo revenue and have to spend it somehow, I guess

In my town on 100k, we have 3 rather large fireworks display on 3 different nights (Friday, Sunday and Monday this year)
Friday was at the marine base. It is free to public. I guess that one is thanks to the US government.
Sunday was at a very large church in town at their sports park. The church sponsors this from their funds that they make from large distribution moneys. You have to listen to their preaching (I am certainly not criticizing this, it is a great program). So there is no cost to public.
Monday was put on by the city through their rec budget. The city workers "volunteer" for the program, and it is very popular. The city pays about $25k for the fireworks. So this is city taxpayer funded.
