He said the money has already been borrowed and spent, and now the congress has to collect it back from the taxpayers.
He said someything to the effect that: "We are not going to pay the social security checks and we are not going to pay disabled veterans' benefits".
He said if the congress would carry out its leadership responsibilities HE might not have to take that drastic action.
He did NOT say he was going to stop HIS pay.
Right behind him someone pointed out that to his credit, and by his own admission he has spent at least three, (as in "3"), hours with the congressional budget people. Isn't it a national blessing that he could squeeze those three hours in, , , somewhere between 17 rounds of golf and 33 fund raisers that he has attended this year. . . . Heck, tomorrow the year will be half over. I hope he can get more time off this next half than he was able to get off the first half. That three hours of work must have surely tired him no end.What I'm waiting for is for him to lecture the congress on leadereship responsibitities again.

He is correct. It is the job of the President to give Congress a budget proposal. Here is the link to where he did his job: www.whitehouse.gov/omb/budgetIt is the job of the Congress to pass a budget. No budget has been passed.

Ha! It's only six monthw into the first Republican leadership year. Aren't they still working on a couple of missing budget years from the Democrat era?
And the last I heard the Obama budget just runs the debt up and has no cost containment, (spending cuts) at all. plus there was this little thing going around about trading spending cuts for Republican votes. Is there a problem with that?

While I agree with the statement that Congress isn't doing its job I have to ask, since I don't know: Is Congress required to pass a budget?

I am becoming more convinced that Obama should just let Congress do nothing, so that we default. Then let Congress take the heat. It may be radical, but these @$^%$&ers have got to learn!

"Supposed to" is not the same as "must". Congress implemented the rules for the creation of the budget and, as such, can alter or ignore their own rules at will. When it comes to what the three houses of government must do, the Constitution is the defining factor. Above, Bill pointed out there is nothing in the Constitution declaring Congress MUST submit a budget. The elephant on the budget debates is that we can not sustain a budget allowing spending to be 150% of revenues. I have no problem with deficit spending during periods of economic stress but I have a serious problem with deficit spending when there is no economic stress. Congress and the Executive Branch have been doing a bad job of balancing the budget for as long as I can remember and their errors are coming home to roost.

Henry I told you this exact same thing in early 2009 too bad you missed that thread I started that said " Obama Will Be The Worse of The Worst Presidents In Our Nation's History"......it was very compelling and controversial but right on IMHO
