I would set up trust funds and name trustees that are family. The person the trust was for would have no say in getting money and only if 4 out of 5 trustees vote to give them money would they get any. One for the 11 year old with down syndrome, her parents, brother, grandparents and uncle would be trustees. It would be over a million to pay for future housing or therapy or whatever the family wants for her. For her 14 year old brother the same with the same trustees maybe 2 million for his future housing and education or retirement or starting a business. If the family wants him to travel or buy cars he could but if he is doing something wrong they can withhold money like if he is on drugs or marries a gold digger. Parents of 11 and 14 year old would get 60K each a year bumped up to 100K at age 60. He earns a lot now but if they divorce she would get the entire 120K.
I would pay off my brother's mortgage first since he bought a house to house mom when his old one was paid for and he doesn't like having a mortgage. I would give him a half million spending money to share with his wife.
Nephew and wife and my boyfriend and other brother would get an allowance of $5K a month each as long as they live.
Other brother's children, grand children and foster children a one time gift of 50K each given to the parents of the ones under 18 to spend on them and the minors each other 50K when they turn 18, 22 and 24.
I would spend about 1 million on a new house for me and donate my old one to charity so I didn't need to paint or repair to dispose of. I would leave anything I didn't want to take.
Then I would shop for new furniture and stuff for the new house, hire a housekeeper, maint man couple to live in the caretaker cottage. They could cook, clean and repair things so my house was always perfect and they could do my grocery shopping and take care of the pets.

well crone, you'll have to tame down the plans now since the new pot is only at $12M or so ;-)
