Knowing that A is now married, I'll change my mind and say to hire A. She would be in a different district than her spouse from the sounds of it. That would eliminate that whole set of problems. I still wouldn't hire B. It's just too much risk and I'm not certain B is really a team player. She sounds more like someone grudgingly admitting she can't handle a certain level of work. That's not someone who is jumping into a job and doing their best at it.

So Candidate A chose his future / now spouse over the company. Sounds like he is loyal. It also sounds like you don't like him. I would wait for the Spring. If still undecided, get input from the team on which they would choose... Candidate A or to work more the next five months? My company asks for my input on new coworker hires. This. I’d ask your staff for their input (or at least one staff member), and then take that into consideration as you decide. Based on what else you’ve shared, I’d either hire neither and wait and post again in spring where you can get better candidates, or hire candidate A.

Hear it with a casual tone of voice. Really, how are these two even being considered? All right, in an effort to maintain discussion and not be offended:
My industry has a very clear hiring season that runs from spring through summer. I posted this job the second week of October. The only people who are applying at this time are those who did not secure employment during hiring season. An ethical employee would not switch jobs at this time of year; they'll wait until spring time.
I can hire one of these two or I can not hire anyone--leaving my current staff severely burdened.
I did receive another application today. I had a secretary call to confirm the applicant understood this was an on-location job and not remote work. Why would you get offended? There is a reason you aren't getting good quality candidates. I've never dealt with an industry with a specific hiring season so it's not on my radar as a reason. That leaves something wrong with the company. Anyway, I would give Candidate A his second chance. Everyone deserves at least one second chance. The demotion is his penance for poor judgement.

When Whatsisname, The Father of My Children, was in HR many years ago, he said that the single most important question asked about a candidate was "Is this person eligible for rehire?" If the answer was no, then no.

Update: I offered to Candidate A. He accepted. Then, he rescinded yesterday. I'm not surprised, but I'm also not too upset. I was not looking forward to the drama.

Frustrating. On the positive side, you got what you wanted AND your management saw that you were trying to hire someone. I've been on the side once where it appeared that I was being too picky; the next time I hired, I was not picky enough. Satisfied management, but employee was not a good choice.
