I think it is pretty harsh to expect immigrants to not have children b/c their future earnings may be uncertain. Personally I don't think anyone should have more than 2-3 children, but I also don't think it is reasonable to put a limit on home many kids someone can have. Shit happens. People get divorced, people become disabled. I know people have had children in the past with the intention of collecting welfare for the rest of their lives, but I believe that legal loophole was eliminated with Welfare to Work in the 80's. It is hard to describe some people's views as anything but hate filled.
I think Trump's rumblings will have the effect of severely restricting immigration. Less people will be eligible to come here, less people will want to come here, and fewer people will be willing to be sponsors.

If we "keep out" large groups of immigrants, who is going to do the tasks that white folks don't want their own kids doing? <We need a sarcasm emoticon.> There aren't many white folks around here doing highway construction jobs (they're outnumbered by the non-whites). Same with the folks that do landscape work around here. I guess we'll have to learn to drive around all of those nasty potholes, and learn to cut our own lawns in the heat... I welcome anyone who comes to our country & is willing to work, whatever country they come from. (No college degree required.) We do have one:

the US has declining birth rates. if we eschew immigration, it is a recipe for economic stagnation.
candidly, I am all for economic stagnation. I think it is necessary for a sustainable future. but most capitalists are NOT for it.
at all.
logically, we need immigrants to fuel growth. but outside of the ivory tower, that idea is never discussed.
I heard a talking head say this AM that it used to be, the GOP was pro-immigration because they needed a good pool of low wage blue collar workers, and the Dems were pro-immigration because they thought recent immigrants were more likely to vote democratic.
Now, under Trump, the GOP has decided they only want immigrants from non-shit hole countries, and they're suddenly all about kicking immigrants out, unless they're wealthy.
Kind of anti-businesses. Who will do the low pay, physically hard jobs? Companies will have to fork over more money to hire Americans willing to do that kind of work. Unless you're like Trump and use a special visa program to import slave labor for your peak season.
...except that immigrants from non-shit hole countries don't WANT to go there. Most first world countries are doing far better in terms of quality of life.

That is not a good sign for Trump. So far Bob Ferguson has filed about 40 lawsuits against the Trump administration. He has won about half. Trump has won zero. The others presumably are still awaiting outcomes. The point remains that Trump has won ZERO.
