If congress does not get their act together, again, and shuts down the government instead of another continuing resolution, what will happen to the banking system. Will it function as usual or should we have some cash on hand?

Does it shut the fed down? We can only hope . But we have survived government shutdowns before.

If the government shuts down, what's to prevent Moammar Ghadafi from creating a no fly zone over Washington DC?

The fed is not part of the government. Thats true, they can never run out of money, they have an infinite supply.
