I can do basic sewing, but my beloved husband decided that I didn't do it often enough and my sewing machines were too much clutter and got rid of them. 

The room is green, cream/light beige, and hints of yellow.

Random thoughts: The sunflower picture has to stay because it blocks the breaker box. 
Re-staining the window frames black makes sense. 
I need to straighten that left couch cushion on the green couch. 
I could take down the center curtain rod and leave. 
It's been four years with empty curtain rods. I forgot I had these curtains as they were from a previous house's master bedroom.

The problem is that the driveway is there because this room was orginally an attached garage.
Since I don't even want to spend money on new curtains or valances, I don't think I'll be paying to move the driveway. 
The love seat being there really isn't negotiable at this point. DH picked out that love seat specifically (though I picked out the fabric) because he wants to lay on that couch and look at the sky. 
I agree that the next best solution is to get better blinds and then curtains.

With the rest of the room, this look just looks too fussy.  Your sofa is too chunky for the airy, wisps of fabric.

About the sewing machines - "major bummer" because valances and window coverings are the easiest to make - just straight stitched hems. 

If you have acess access to a machine, I'd consider splitting some of the panels length wise to hang as you are mentioned above - they'd be decorative and not really able to cover the windows but you have the blinds for that. Then I'd use left over panels and make basic valances.

I agree the couch there is too chunky for the area.  Can you make a reading ledge across the bay and put a thick pad for DH to nap on?  That would also give you storage space under the ledge.

Window covering a very light weight fabric with minimal draping ...... maybe one shallow drape per window and to the floor between windows

The reading ledge would be a good place for a small Christmas tree during December.

Disclaimer: I'm a dude, so I'm probably wrong about style in general.

I think it would look a lot better if you didn't have the loops, just curtains hanging down on either side of each window. The loops look even more odd on the bay window (I think the same loops might look better on a flat wall, and with thinner material...as it is now it looks like the material is thick and you're forcing it to try to behave like thinner stuff).

Your general décor doesn't seem to support the kind of wispy loop look, I'd just let the curtains hang down (but agree with others than part of the look that seems off is the bright white windows and the very dark trim).

I'm certainly no expert on interior design, but I don't personally care for the single pole across the entire bay. I also prefer a "less is more" approach to windows -- I LOVE the natural light and enjoy an uncluttered view.

That said, I think each window should have its own treatment IMHO.

I also think the draping doesn't match the style of the rest of the room. The furniture is a more structured look with sharp corners and the draping is too soft/frou frou.

The draping would look best with big overstuffed Pottery Barn couches and lots of florals and soft pastels.

What is the goal? To hide the blinds when they're pulled up? Then make simple wooden valances/cornices and paint them the same color as the wall so that they blend in. You'll open up and simplify the bay.

I don't think it's a single pole across the bay, I believe it's 3 poles, one for each window (I thought the same thing in the original photo, but future photos seem to show the poles are actually over the windows, which I agree is better).

I think that's also part of the reason the draping looks odd, it doesn't allow for showing the depth present, it makes the bay seem "flatter" which plays an unflattering trick to the eye.

Wow, posting about interior decor is pretty much as brutal as posting your budget.  You are brave!  

I would try something like this, with the white curtains on either side of the center window, and the green curtains on the outside.  Personally, I like them gathered with a tie instead of hanging loose.  Good luck!

Don't paint the window frames....they're fine.
The curtains soften the whole window area and the brown blinds aren't noticeable when they're pulled up.

You have softened the two side windows by letting the curtains hang down. Now how can you soften the center window, as it needs softening.

Also, a coffee table in front of the sofa would not hurt.

I've got the same issue.  We are getting ready to paint, and I am trying to decide whether to have the painters remove the rods and patch the walls that are holding the valences that are up now.  The valences up now are peach....and my goal is to depeachify this house.  The walls are the last of the peach.

Lol, FIL's 3rd wife used a lot of peach in the cabin. Peach MB, peach MBB, peach kitchen counter and backsplash tile. And of course with bleached oak cabinets. I still like the bleached oak cabinetry and God knows since it was done in 1994 white cabinets are back again.  But I want to re-do the countertops because the tiles have chiped and cracked in places. I want to replace it with a Silestone that matches the gray granite stones that lay on the property. But that will give an icy cold look. I think I'm going to have to paint the window wall peach to warm up the room.
