It still seems a little extreme. If they want them out, just give the 60 days notice. It's been 16 years, seems weird that there would be this much urgency. The OP is in a rent controlled apartment. I suspect that management will have to follow some strict legal noticing which is why they're going after the pet violation. They're handling it badly and I think the OP has a strong position here. Not really sure what kind of "rent control" the OP is talking about, whether she's in an official BMR unit, section 8 or in a rent controlled city. Non of my properties are in that situation but I know in SF once you've got someone in your unit it's tough to get them out short of rent default without giving them a lot of time to correct a violation. And there's a strong tenants' union to help out.

In SF you have to be moving in yourself or selling your place. It's the most tenant friendly city I've heard of. And even under those circumstances you might have to pay to relocate them. While you can get good money, the downsides of being an owner would make me want to stay far away as a small time operator unless I wanted to keep the property for myself or my family.

That's crazy. So you can never get tenants out of your property?? Seriously that can't be right. No, you just can't evict them for no reason. And they have rent control to protect them from FMV increases. DH had one colleague that moved out of the area but kept a 1br in SF for about 2 years and at $500mth was about 1/3rd FMV. She liked to visit a lot and it was cheaper to keep the unit than to pay for a week's hotel stay.
I recently learn that even in good old San Diego you can't just terminate a lease when the term is up. You have to have a reason. This is in order to "protect the rental stock". Thank God you can still raise the rent to FMV.

The unit is rent controlled by the city-not section 8 or anything else, my apartment manager lives in the unite next to mine and she has never complained about noise/smells or anything else.

We moved into the building in 1997/98 it changed hands in 2010/2012 I can't remember.
