Single person cruise rates tend to vary - a LOT. If a cruise is selling well it will be double the pp rate. If it is not it will be reduced until sales goals are met. The sooner the cruise is leaving the lower the single person surcharge IF cabins are very available. I have seen 0% surcharges on cruises as much a 90 days out but more often in the 15-60 days out.
