Bingo. The range I go to wouldn't even let us shoot Osama. NO real people as targets are permitted- period.

Depends... are they criminals? (To clarify: Their race is irrelevant, it's their status as law abiding citizens I am questioning... Also: I'd answer the same way if you replace "black" with "white")
ETA: you might also want to note, I didn't limit my exclusion of the target picture to "white cop"... I just said "cop". No one is going to be able to drag me into racial preference crap. We don't live in a world/country in which race is irrelevant. And I would expect cops to use at least some common sense. Don't come crying about how the public does not respect you, you major (NY) putsd a target on your back with his comments, etc., if you are not willing to look at your own behavior and what it conveys about you as a group. Please point out where I ever said we did... thanks. However, that fantasy pointed out, we SHOULD live in a world where it's irrelevant. As to my comment that you highlighted, I was answering a question as posed to me, and letting readers know that my answer was irrelevant of race. Not the world, but MY answer. My answer was " Depends... are they criminals?" That has nothing what-so-ever to do with race, and everything to do with their standing in the Law and the legal system.

Assuming you are not a cop, and that your local Range isn't an official police practice range... that makes sense. "Regular people" (non-cops) shouldn't be practicing shooting at people... because hopefully and likely they won't ever have to. Sometimes cops, however, need to stop that bad guys. Sometimes that takes shooting them.

The official range I trained at we used man sized targets. In the practical application there were people targets, and we had to discern scenarios like a bad guy from the repair man holding a drill or a woman holding a baby from a woman being held hostage.
Our local law enforcement have their own range and I don't know or care to know where it is.
The National Guard closes then uses the public range for a variety of training.
At the public range, people use a variety of targets. Usually bulls eyes.

I need to find the article I read. It explained that 6 people of the same race & gender were included on the sheet for officers to be able to distinguish one in particular out of several that may look similar - which is what I would hope an officer would be able to do and not just randomly shoot at any person that vaguely matches the description. It didn't say there weren't also sheets with white men, or women, or etc. They said they would change to using stock photos instead of actual mug shots, but I am betting the methods would be similar still.
