@tiki, Miami is a city in Florida - mami is entirely different - so your link to the definition of mami has nothing to do with one guy saying "God Bless Miami (the city).
I understand you're from a different country & culture and you might be confused by the difference, so once again, I'll give you a pass.
The one guy in the video said "God Bless MIami" (the city), not "God Bless Mami".

He is new York why he is gonna say god bless Miami it does not make sense. I can not hear it when my husband is home I will ask him to hear it. He said it because she *appears* to be of Spanish. Mexican or Hispanic heritage by her appearance - which is a predominant in the city of Miami, and other southern states, such as Texas, for example.
I don't know how to explain it clearer to you but Miami and Mami are not the the same thing.

I didn't listen closely, but the caption on the screen said 'mami'. Which really makes more sense in the context of the situation.
I put that one into the inappropriate group, not so much because of what he said, but the way he said it. The tone of his voice and his body langauge was very creepy and he followed it with a second comment that I don't recall. IMO that one was not a friendly greeting.
ETA - so went back and watched it, you all made me curious. He says 'God bless you' and I'm pretty sure it is mami.'god bless you miami' doesn't make much sense. Which then after a pause he says 'damn'. The whole time he is kind of leering and not really speaking to her, but more commenting on her. Creepy and not one of the ones I was referring to when talking about a friendly greeting.

The one thing I'm not grasping, and again I'm probably the "odd woman out", is that NONE of the women here who are outraged or upset by the video have said they'd be proactive in stopping it. They expect *someone else* to take care of it for them - more specifically for men to take care of it for them and tell the men who were behaving inappropriately that their behavior is out of line.
As long as they stand back and complain about it, without helping to bring awareness to the problem, it will NEVER be solved.
This site/forum is only going to bring awareness to a miniscule portion of the population overall.
How many of the women who are complaining about the problem here have taken an ACTIVE stand to do something about it?
Have you volunteered at a Women's Emergency Shelter? Contributed funds or resources (clothing furniture or connections to locations for women in danger to help them get relocated and away from their abuser?
Have you visited websites or blogs/forums specifically focused on harassment/abuse against women?
Have you taken part in marches such as "Take Back the Night"? Which takes place almost everywhere now worldwide to bring awareness?

Gonna admit, of all the problems in the world, this is not highest on the radar for me. No, I do not do your specific three items. I do donate to help stop women trafficking, animal funds, and random stuff that crosses my radar, and volunteered at a soup kitchen before we moved to the countryside. I also try to show that yes, women can be physically extremely strong even if they don't look it, and try to let DH have full equality as much as I can, being a SAH person if he wants, talking about whatever he wants, crying during movies, whatever, just being human. I am not a god, just a rather silent person trying to get groceries. I do get the impression that some posters do not have a lot of experience being followed by total strangers, and/or have not accrued a lot of time in public transit or rough areas. I have ridden the greyhound cross country, took the school bus and then public buses for most of my life, and walk a lot in cities because I'm ill suited for driving. If it's within 3 miles, it's considered an easy destination for walking. We have lived in areas where drugs are sold the parking lot and car windows including our own got smashed. It does turn out that it's probably a mistake to pair the with the advice from "How to Win Friends and Influence People," (which involves smiling) with walking solo. It does seem to increase approachability, but you can get a real wide spectrum. I've toned that way back after gathering data. I also walk with DH a lot now since we're paired, and he drives a lot since he is very suited to driving. Honestly, when alone though, I've had everything from a little old lady in slippers with dementia who wandered out of an old folks home start to follow me and tell me about how she was the president before I helped her get back, to a really creepy guy with sandals, shorts, and very ruffled dress shirt with ketchup stains follow me, talking first about what women want, then the situation culminating into him flat out telling me he was at the end of his rope and he really really really needed to get laid. I went into a populated building at that point. Telling him something to the effect of "fuck off, loser" on the street when he was so emotional and wound up did not seem like a safe way to handle things. The thing is, I view most people as neutral or roughly well meaning, but I don't honestly know. People are usually not entirely straightforward. Some are just lonely. Some are not right in the head. Some are mischievous. I got tricked by young kids lying to me about having a sister inside the building, to get access to the dorm. I found out it can freak homeless people out to actually remember their names and faces. Since I really can't know for sure what strangers want, I have to be somewhat cautious of simple things like requests for directions or people wanting me to help them search. Usually contact is non events, just someone of either gender wanting to chat at a bus stop, someone asking how a computer lab printer works, stuff like that. But it only takes one bad reading for things to get rough. So I do put on an extra layer of caution with each stranger contact as a precaution. That can be draining, especially to an introvert by preference. For what it's worth, I do view this conversation as productive. I talked to DH about it, and he heard it from a different perspective. He's thought about it, and if it comes up around him elsewhere, he has a much different idea on what it can mean to receivers now. He can speak about it as a guy to guys around him. That seems like a decent outcome of a talk to me, more understanding of perspectives to at least one person
