From 60 minutes. The stupid IRS can't figure out how to stop this?

Seems pretty simple to me - just don't issue refunds until the IRS has W-2 info from the employers - duh! If somebody says "You have to issue refunds within 6 weeks," all the IRS has to say is the return is being audited.
