The stuff I saw said you might not be able to get into the buildings if you were a contractor. The building I work in will be completely shut down if it happens, with no entry for anyone, according to the director here. However, even when I'm in the office I log into a VPN device through the public internet then into our machines and maintain them, so I can do that from home. If there's a physical problem, disk goes out or whatever, we'll be unable to do anything about it since we can't get in. If there are no problems our systems could run on their own for a week or two, with no interruption in services to the people who rely on them. The part that's still up in the air is whether or not we'll be able to bill our time if we're logging in from home to maintain the systems. If we can't bill the time, we obviously won't be doing the work.

I swear I saw something about billing time in that article but I could be crazy. I'll forward it to myself Monday so I can paste it here. I'm pretty sure my group wouldn't be on an essential list but I would think some people in my building would. Guess they would have a list of who they were supposed to let in? It looks like IT's really up in the air. Like for my agency for example some parts of the website would be essential, others not so much so how do you separate that out? Its going to be messy that's for sure if they don't figure it out.

How will contracts be impacted in the event of a shutdown? Fixed-price contracts that can be performed at a company-site vs. a government-site will be least impacted since they are typically funded at award and your employees won’t be locked out. Cost-type contracts, which contain the Limitation of Funds clause (FAR 52.232-22), and time-and-material contracts would not be funded if there were a shutdown. ID/IQ contracts continue in effect, but no new task orders could be placed. Options for existing contracts cannot be exercised, which could be very detrimental if these is a deadline by which the option must be exercised – try to get an extension before the shutdown. That's what it said about billable hours. Ha I wasn't crazy. And based on that article I may be essential. Hmm if you aren't going to pay me, I think I'd rather be nonessential.

I guess I'm kind of glad I'm not federal anymore, although I certainly would have retired from the SSA where I used to work. Too many nuts....
