Young fellow took mu truck today and went selling from the truck on the streets. Someone gave him papers and told him to get lost. He came to me with those papers. It says No person or vendor shall exhibit, display, offer for sale or sell any goods on sidewalk... I do not see on this paper where it says which kind of permit would anyone have to have to sell from the truck because I see people are doing it all the time everywhere...
I remember calling City Hall and they had difficulties to answer my question on zoning permit or what? I than dropped it and forgot about it. Now I wish I found out. But calling City of Philadelphia is a known joke that goes around forever.

Those people either A) have gotten the necessary permit or B) sell until some official hands them a "get lost" paper like your guy, then they drive a few blocks away and start selling again.

It sounds like he was given a citation by the city of Philadelphia Code Enforcement Division: This is the portion you are referring to from Chapter 9-200:
"(7) Prohibited Conduct. No vendor or person shall:[19]
(a) stop, stand or park any vehicle, wagon, pushcart or any other conveyance upon any street for the purpose of selling, or sell on any street under any circumstances during the hours when parking, stopping or standing has been prohibited by signs or curb markings or is prohibited by the Pennsylvania Motor Vehicle Code, City Ordinance or The Philadelphia Code... (j) sell any merchandise or any other article or thing whatsoever on any street where sidewalk sales are prohibited under any ordinances of this City or City Code provision...
Don't know what the fine is on this one; the statute does not list one.

Don't food trucks also have to have health department permits or inspections or stuff? Actually, they need several permits: the commercial truck permit, the food safety permit (assuming the food is perishable) and if there is any kind of food prep being done on the truck, then also a restaurant/hotel permit - they get inspected just like a restaurant or hotel kitchen. And of course, the sales permit. But this is Loony's Bin of Produce...things are different.

Contact your local SBA office and ask to speak to somebody familiar with restaurant startups. That person will know how to get in touch with all the relevant departments to get the permits you'd need to sell food on the street.
Or hire some illegal to do it for you, and tell him to move positions whenever a cop or somebody hands him a get lost letter.

Here, we have a downtown pedestrian mall/promenade. The hot-dog/pretzel, etc carts have to have a City street vending permit - as well as a Health Inspection permit. Health Inspectors can check and even revoke a license if conditions aren't met.
We also have a large Farmer's Market here. (Actually a few scattered throught different areas of the City). The same laws apply. And you have to rent a stall/booth to sell your goods - you can't just haul them in and park/sell from your truck.

I am decent. I didn't start a thread saying I wanted to sell on the streets.
But back to the subject, I explained our street-vending laws here - that's probably why your friend who had MU's truck got a citation for peddling without a license. yep! THE ONLY THING that had been EVER sold on the streets from beginning of the world is...sex. (By Lassie. ) When I see that someone is selling on the street I must assume it is...sex...like a decent person. I guess every decent person assumes that the only things they can buy on the streets is sex. Maybe in Scotland. I dunno. I can only speak for what I know. Here in USA you can buy tons of non-sexual things on the streets like fruit salads, hot dogs, umbrellas, luggage, watches etc. And my 'friend' did not get citation. Did I say he'd got citation? NO! There was no citation. There was a piece of paper that was handed to him without asking where he is from and why he is here etc...just for him to know to obtain permit or get out. Thanks for Administering this in such a classy manner, Lassie.

"Selling on the street" carries the strong connotation of selling something illegal on the street. Ordinarily one would say "selling from a cart", "selling from a storefront", "selling from a vehicle", etc.
