I had not opened your link because I was asking specifically 'in PA' but you said it wasn't so I didn't and willn't. However you are so thrilled with your newfound ability to post links that you are all eager to see any reaction aren't you? so you are basically talking to yourself...

Licenses are BS anyway. Don't play big brothers mind games. Just open the bakery and if a health inspector comes around tell him to shove it man. This used to be a free country.

This is what he is doing now. Exactly! It's been in business like for years. NOW he thinks he needs license. Because of Obama 'gets everywhere'... So if I will tell him to wait until inspector comes and tell him to shove it - he will be like 'yep! had done it. now want license' ;D

Loony, maybe you should try to google "how to research PA bakery licenses." Why? Don't you have time? P.S. What you suggesting gives me exactly same results I was getting before I asked here. Dept of Agreeculture or webs who wants to sell you licenses...

There was a little catering type company that started here by renting a kitchen from a restaurant. They specialized in lunches, either largeish catered lunches for business meetings and stuff, and delivering individual lunches to workers for their lunch break. By using an established kitchen they got to piggyback off all their permits and stuff. The restaurant they rented the kitchen space from was a dinner place, so they weren't using it in the morning anyway. Your friend could look into that. It would be perfect for a bakery, since I imagine they do most of their cooking in the morning.
It depends on how big his business is already. Since he's clueless about health permits and stuff, I'm guessing it's pretty small, so pretty much any commercial kitchen should have everything he needs.
Most restaurants don't make much money, so the extra they get from subleasing their kitchen to your friend should be very appreciated.

So basically those people you talking about could had no idea they have to wash hands before handling food and no one knew about it? And you are saying here that MOST restaurants don't make much money? How come? All this hard working and nothing? Sounds like me

In California anyone who handles food has to take a food safety course and pass a test, so the restaurant that rented them the kitchen probably insisted they take the class and get their food handling card so the restaurant didn't get dinged on their health inspections.
Once they do that though, and it's not like the class is that hard, who knows whether they were actually washing their hands and whatnot. You don't really know that the staff in any restaurant you eat at is actually following the rules.
Bad location, spoilage, high overhead, mispricing, improper ordering, employee theft, too much staff for the level of business, too little staff for the level of business, bad reviews, bad service, bad ambiance, mediocre menu, tons of reasons.

SOmething to look for is if there is a food incubator in the area... a place that is already set up as a industrial/commercial kitchen, to specs, and rents out room/time to people who are just getting started... just an idea.
