Unplug, then replug in. Change outlet the plug is in. Shutdown then take out and then replace battery. Clean battery area of dust. Also, you may be able to replace the cord instead.

Maybe you just need a new battery.

Older batteries may not charge 100% and your laptop detection circuit only sees 96%. You may not get a higher charge. I'd expect a faster discharge (less time on battery only) time now too.

Mine does that off and on - not really sure why, but it always ends up charging in the end.

DH just replaced our laptop battery. He paid $30 for a new one. It's not namebrand but is compatibile. Our old battery wouldn't hold a charge either.

This happened to me before. The culprit was the actual power plug/brick. I bought a new one and my laptop was able to charge again.
Can you maybe try a different power plug and see if it works?

That's happened with my laptop a few times. It'll be plugged in, but I don't get a recharging icon at the bottom. Usually I just unplug/replug the connection and it starts charging again.

This happened to me, too. On mine, if you looked into the end of the recharging plug, there was a thin metal wire that is supposed to insert into the computer for charging. Mine was bent and loose in the fitting, and wouldn't charge. I ordered another one online and it works fine.

I second testing all aspects of the situation. A different outlet, a different charger, and if possible, a different battery. You could accomplish the different charger by taking your laptop into a store and trying to use one of theirs. Also as was said, cleaning the terminals with some compressed air to make sure all the contacts are working.
The next generation of laptops is going to be very interesting. I'm waiting to see what windows 8 brings. Low voltage units that pledge to give tablet-like battery performance are very promising. 3 hours of battery is just too little.
