We have been dealing with something similar. DH is paid well and the next salary bump is pretty big, but it also makes him expensive to put on a program. He is staffing his current program and has turned down people in that salary range, because they will eat up too much of the budget. Knowing that work is slowing down and lay offs have already started, it seems easier to ask for a bonus.
