Any state that offers incentives like security,infastructure such as easy access to facitilies,sewage,cheaputilities and resources,tax credits,etc........

Any state that offers incentives ........ Just another special interest at the government trough. The interesting point on this is that I doubt the people who work at the company care about the incentives, they most likely care more that they actually have a job.

It really depends on the type of business but Nevada is very business friendly. Unfortunately they have also been one of the hardest hit due to the economy. Nevada has no franchise tax, no corporate tax, and no personal income tax. The current Governor is pushing to make Nevada even more corporation friendly. Even when states are business friendly, the Federal government can put a damper on it. Plus I think Nevada having so much entertainment/conferences industry was more vulnerable to the financial downturn. But I think corporations are again booking events in Las Vegas, but I'm sure that casinos and other business will still be reluctant to hire large number of employees because of the uncertainty of federal mandates.
I also don't know how much of Nevadas job losses where in housing and construction, too much labor moved into housing during the (artificial) boon screwing up the distribution of labor.
So just because a state is business friendly isn't the whole story, when we have a federal government exerting excessive control.
