All military actions are funded by DOD. Be it carried out by soldiers or “civilian security forces” as we call mercenaries nowadays. More and more wars are farmed out pretty much like anything else!
DOD is asking for funding, the Congress and President approve that because who dares to question our National Defense? and then the funds get disbursed to whomever is part of the action or sometimes just because!
And if DOD asks for more, we give them more because again, who dares...you get the point!
Sometimes to come up with necessary funds we just shorten the Education funding or Environment funding because you know, who cares about those?
