First, I know how to block phone numbers. What I want to know is what do they hear, if anything, when they call my number and or do they know I've blocked them? Do they just hear it just ring and ring or not ring at all? I've had to block a old friend who has become a bad drunk and and drug user and calls at all hours.

Do all phone companies do the same thing (disconnect)? Or do some have a message: Calls from this number are no longer being accepted.? (I really don't know)
If it's a cell phone, you can probably dial *611 and ask your provider, if you want to know for sure.

ripvanwinkle- Ugh. Sorry you are having to deal with this. Seems like usually these people seem to think you can provide something they want, or need, when no one else will. Unfortunately, it is your kindness (and their alcohol consumption) that keeps them calling. It gets annoying. I think they know it, but they don't want to acknowledge it. And they don't want to fix whatever t is themselves. Ugh.

You also can set your phone to a do not disturb. Mine is on from 10 pm until 6:55 am. Calls from favorites will come through if you put their number in favorites.
