What is the end goal?

Grandson could have become a Russian citizen before he was a certain age.  But son did not want him to because he would be subject to serving in the Russian military and then could not leave for 5 years after his service ended.  It was an easy process for him to become a Russian citizen, I believe mom has dual citizenship, that I would have to check.
