The payment has gone up steadily - from 488.2 billion won in 2001 to 680.4 billion won in 2005 and 790.4 billion in 2010. link

It looks like the Won won. Even taking into account the fact that the Won lost ~5% of its value relative to the USD from 1/31/18 to 1/31/19. Payments went down by ~7% → so we receive fewer of those "losers"
