Please DO NOT assume I am opening a bakery.
Friend asked to research on BUSINESS bakery license in PA. I am researching and all I am getting is 'home based bakery'... Called Dept. of Agriculture. They gave me phone number of the inspector who is going to give me the info. He is f course unavailable. Anyone can help with link? Thanks

dont look for just bakery
search opening restaurants or food preperation stores
regulations will be nearly identical

What I really want to know is why people keep discussing financial stuff with you. Why do they think you're even remotely qualified to run a business, discuss electric rates, get financial aid or anything else related to money?

I really don't know. Itold you the world DOES evolve around me. People come to me with/for all sort of things. I think I maybe have looks and smarts. Laugh all you want but why else? And for the person who didn't ask useless questions but tried to help me: gdgyva, I went and re-researched for license for food preparation stores in PA and got websites that are selling licenses. I don't understand why can't I find description of the process of having some course of education and taking some exams and get license. Is there conspiracy?

OK, since you asked, I'll answer directly.
It matters why people would ask because frankly if they're not intelligent enough to research this on their own, they're probably not intelligent enough to run a successful business. Similarly, if they are not intelligent to know not to ask people who run failing businesses and are self confessed "financial idiots" for advice, they are probably going to have difficulty in any business they run.
So the kind thing to do is not prolong their agony. Save them time and money and let them figure this out for themself or tell them not to bother.

Try My Holes, specializing in donut holes Stuff My Muffin, muffins stuffed with pudding or icing, personally I like chocolate chocolate chip stuffed with chocolate pudding Dunkin Donuts, because I think it would bring in a lot of business with that name
