The house I am living in was sold as is. The couple were divorcing and had been using the house as a bank so were going to get very little out of it. They did end up paying a small amount to get things fixed to get the loan to go through and I paid some, the total amount was less than $500.
Shortly after the divorce was in the paper they declared BK. I was able to get a nicer house in a nicer neighborhood and it has worked out well. It needed a lot of cosmetic things because the woman had mental issues and painted everything. She painted the dishwasher, the mini blinds, the furance among other things. When I say she painted she took a paint pan and roller bush and painted them. The kitchen was dark green below the chair rail, bright white above the chair rail and the insides of the cupboard and bread board were painted red.

People who inherit property also sometimes sell it "as is" because they just don't know the house that well and don't want to be responsible for any issues. Like everybody says you need to have it checked out and make sure the problems aren't any ones that you aren't willing to deal with. That is how and why we plan on selling our parents' house. Neither of us have lived in it and don't know any issues it has. We will clean it out, but that is all.

There are laws about due diligence and disclosure. I doubt they apply much to foreclosures, but they do in a regular sale.
