How did you ultimately solve the issue? I've heard all sorts of blame for VPN problems. I hate when the work helpdesk blames the ISP and the ISP blames the work helpdesk.
I move closer and closer to the point of wanting to avoid using my work issued equipment at all. With cloud applications, I can use a personal machine and not have to deal with the crippling security protocols that slow the laptop to a crawl. I don't have to deal with stupid locks like not being allowed to change the time (even when I move time zones).
