Problem 79 - Can You Gerrymander? The city of Rectville is home to two groups of people: the cheerful Debites and the grumpy Patrids whose communities are laid out in the following arrangement within the (rectangular) city limits: You work for Rectville City hall, and with every new administration that comes into power, you're asked to... *ahem*... "reorganize" the city's voting districts to make certain political dreams a reality. But there are some rules: 1. There must always be exactly three districts, and each district must comprise exactly five communities. 2. Each district must be a connected solid. Districts with separate parts, or with multiple parts that touch only by corners are not allowed. 3. During an election, a district is won by the group that has the most communities in it. So for example, if a district holds 4 Debites and 1 Patrid, that district is won for the Debites. 4. You can describe a district by listing the coordinates of all the communities in it. For example, a district containing all of the Debite communities would be A1-B1-B2-C2-C3-D3. Problem 1: In your first year on the job, you're asked by Hon. Mayor D. Frootfont to draw out the districts so that the Debites will sweep the next election by winning all three districts. To accomplish this, you'd need to create more districts. What is the smallest number of districts required for an election outcome where the number of districts held by each group is exactly proportional to the number of communities of that group? TBC.... No, the communities stay where they are. You just have to form solid districts out of them. For example: In this case the 3 districts are (i) A1-B1-A2-A3-B3, (ii) C1-D1-E1-E2-E3, and (iii) B2-C2-D2-C3-D3. Districts (i) and (ii) would be won for the Debites, and district (iii) would be won for the Patrids. There's no mathematics involved except for Problems 4 and 5, and even then it's just simple ratios.

It might also be easier to use 1's, 2's, and 3's. For example: 11123 12223 12333 for your last solution. Saves typing.
