If there is an income tax at all, why should half the population not pay any. Because you can't squeeze blood from a stone. Because many people actually exist at a bare subsistence level. There are elderly people with chronic illness that only take half the dose of medicines prescribed by their doctors, because they can't afford both medicine AND food. If all those people starve, then Big Pharm and Agribusiness BOTH lose a substantial market and profits derived therefrom.
